Several years ago the City of Danbury, CT wanted to construct a new sports arena to spark revitalization of their downtown area.  To finance the project, Danbury sold a large bundle of unproductive delinquent tax liens to ATF’s predecessor.  The funds were then bundled with various state and federal grants.
