Dear Mr. MaCauley

Thank you for your commitment to the neighborhood revitalization and the economic development in Mahoning County, Ohio by purchasing the 3 liens on parcel number 53-131-0-006.00-0 (650 W. Earle Ave., Youngstown, Ohio) from Optimum for the $10,000, and working closely with the Lien Forward Ohio, allowing Hope House Visitation Center (a private non-profit serving families going thought divorce and custody battles) to purchase these liens for $1.00 per lien.

It is exciting to work with you and Lien Forward Ohio in helping to revitalize a distressed neighborhood in Mahoning County. Mr. Harreveld

I wish to thank you for your tremendous cooperation with the City of Youngstown recently in transferring tax liens. As you are aware the city is developing a comprehensive land use plan, Youngstown 2010, and has been working with developers and independently to gain control of key properties that have been idle for a number of years. This process is a corner stone of the overall plan for the rebirth of this city. You willing ness to work with the City of Youngstown is greatly appreciated.

The City of Youngstown was initially skeptical of the recent County Treasurer's negotiated lien sale and feared the introduction of a third party would make it difficult to gain control of properties. With your assistance we were recently able to acquire an abandoned eyesore at a major intersection and will soon redeveloped it is an attractive green space gateway into the downtown.

Again, many thanks and we look forward to your continued support for our efforts.

Sincerely,
William A. D'Avignon
Deputy Director of Planning.
